To ensure efficient and effective management of Human Resource and Administration function in order to enhance operations of the Council.

KEY ROLES OF THE DEPARTMENT:
• Human Resource Management and Development: To ensure effective management and development of Human Resource in order to enhance productivity and optimal utilization of Human Resource.
• Administration: To ensure provision of administrative and logistical support services in order to facilitate efficient and effective operations of the Council.
• Secretarial services: To ensure production of reports, minutes and other correspondences are timely and accurately prepared for timely implementation of decisions.
• Public Relations: To ensure dissemination of accurate and reliable information to the public in order to have effective communication between the public and the Council
• Committee Records: To ensure production and distribution of minutes and reports for Committee and Council meetings in order to facilitate effective implementation of decisions
• Procurement: To ensure procurement of goods and services in order to operate effectively
• Protection and Enforcement: To ensure effective adherence to relevant laws in order to protect Council property and maintain law and order.

• Preparation of all functional activity-based budgets for the council.
• Formulating policy guidelines for effective and efficient revenue mobilization and collection strategies.
• Advising the Council in all matters related to sound investment avenues, and Financial Management.
• inspection and proper maintenance of valuation roll data base.
• Ensuring that public financial management regulations are adhered to.
• Collection of all revenues due to the Council
• Monitoring of expenditure in order to ensure compliance with Council’s budget
• Production of financial reports for both internal and external users.
• Management of Commercial Ventures and Investments for broadening of the Council’s revenue base.

Functions of Works Department:
• Creation and maintenance of parks and gardens in order to provide recreational facilities and beautify the city.
• Buildings Maintenance to ensure safety of buildings and prolonged lifespan.
• Managing the quantifying process and technical procurement support of projects.
• Coordinating quality assurance of architectural designs for private construction and design of council infrastructure services in order to ensure adherence to architectural standards and design of Municipal buildings
