Chienge Town Council was established under the Local Government Act, Cap 281 of the Laws of Zambia. It attained District status in 1997 when it was upgraded from being a sub-District structure of Nchelenge District. On attainment of District status, the District Council was also established. The formal mandate of Chienge Town Council is drawn from the Local Government Act No. 2 of 2019, Cap 281 of the Laws of Zambia; Cabinet Statutes; and the various circulars such as No. 1 of 1995 and No. 10 of 2002
